Nope , he is the one who should make the claim and refund you in full
irrespective of what they do.
You have a contract with the seller for a working tape deck and if he can't
supply this you should get all your money back.
Of course in practice forcing him to do this can be hard.

In general it won't.
It is possible to get the seller to authorise you to make the claim but this
needs to be done in writing and is a big pain.
