If you paid via paypal, how could he not be able to refund through
paypal -from anywhere?
Bottom line: He's having it on. If he wasn't he'd agree to refund asap no
matter where he is.
Give him ample warning, but don't be afraid to name and shame -and
report -and neg thereafter.
