Yes, it's normal depending on the content input (in your case MPEG2)
since it has to be decrypted (minimal), decompressed (high level of
resource) and re-compressed (high level of resource again)

Avivo encoder, part of the ATI drivers package can do somewhat faster
re-encodes in many cases : http://guru3d.com/newsitem.php?id=3407


I *believe* you have to have an ATI card installed for it to run
(there may be a hack to enable it on NV based cards) and when
announced, it was intended to extend the demo to use the cards GPU to
assist in the encoding process.
