If you're watching on an NTSC TV set, your player is going to output @ 480
anyway, so the resolution issue becomes how well your player does the
conversion. The frame rate issue is also a matter of how good the player is;
some exhibit a noticeable jerkiness in the PAL > NTSC conversion. If you're
comparing the same movie in both formats, the PAL version will be played 4%
too fast compared to the NTSC version, a noticeable distortion. In the US,
PAL discs are only worth considering for material that's not available
domestically.
