You can always find a production company willing to edit
video if you pay them. And even to shoot it (and even script
it) for additional $$$.

But getting it "broadcast" is really a long shot unless this is
something really hot. Even people with million $$$ budgets
can't just get things "broadcast" unless they pay for the
airtime themselves. ($$$$$$)

Unless this is exclusive footage showing Live Elvis or
Aliens walking the earth, "home movie" footage likely
won't make it to "broadcast".

You didn't mention what this is about, so only generic advice
to find some non-profit advocacy group that might be interested
in the topic?
