Sound Forge is a mastering editor. It sounds like you need a sequencer like
cakewalk Sonar or Steinberg's Cubase to be more creative with the audio.
Sound Forge is designed to take the final mix you have exported from these
multitrack editors, and apply final mastering to the resulted stereo file
you have created. That might be a brickwall limiter to maximize volume etc,
etc...
In any case, with Sonar or Cubase you can import video and score it however
you would like using songs and samples, loops and beats or whatever you
would like. You could finally open up that resulted file in Premiere or
after effects. Sony Vegas was also mentioned which does audio and video
side by side editing very well. Audition I have not tried . Hope this
