I would guess that his suspicions about their actually being HD, is from the
facts regarding the HD DVD formats, and the availability of their recorders.

Standard DVD players can't handle HD resolutions. They only do NTSC 480i, or
PAL 576i, but not 1080i or 1080p. While you could theoretically use a DVD
disc to store HD video you could only play it from a player that supported
it, and then the fact remains that the player will probably be unable to
spin the disc fast enough to play HD from a disc with such a low density.
