One of the problems is that TVs with built-in ATSC tuners *aren't* marketed
as "HDTV sets", but rather as "HDTVs", while displays without built-in
ATSC tuners are "HD-ready" (as you say).

The trouble is that if you go to Best Buy and say "I want to buy and HDTV",
they don't direct you only to sets with ATSC tuners. Likewise, there
is no separation on the Best Buy website. It can make it tough.

The best thing today is to ask for "digital-cable-ready" or "CableCard".
There are no HDTVs with either of those that don't also have ATSC tuners,
so you'd get the tuner if you want it (and the DCR or CableCard sets are
only a small price increase, if any).
