The 4-tracks used the Fidelipac type cartridge - but the 8-track
was engineered to be cheaper to make and have a capstan in the
cartridge. And cost is a big deciding factor for volume
production so the sale price can be lower.

The Fidelipac cartridges lived for years and years in radio station
tape cartridge banks.
