If a release date for the region 2 DVD was announced, that implies that
Network had all the clearances it needed for a UK release of the 12
hour series. Since the series is already on laserdiscs, a cheap, fast
way to make the DVDs would be to port the LD image to a digital
recorder, insert chapters and create a menu, then stamp out DVDs.
Geoge Lucas did that with the Star Wars DVDs he just released. There
must be another complication to the release delay, a rights issue that
may not involve the clip copyrights of the old films. Maybe the lawyer
for David Gill's heirs is asking for more money for DVD rights, or
something else out of left field. It is unusual for a DVD with a
release date to be pulled off the market a few months before its
release date.
