No, it's not.

Despite what people believe, LCDs generally scan in a way that
matches the input signal...it's just that they are capable of handling a
progressive input. A good example of this is the hardware video overlay
in a GUI. Even though my LCD monitor is being sent 1600x1200 at 60
progressive frames per second, you can see interlace artifacts in video
if you don't use a de-interlacing algorithm.

The DVR outputs 1080i, and the LCD converts it to pseudo-1080p. Unless
it uses a sophisticated de-interlacing algorithm, it's not anywhere close
to true 1080p.
