If by "follow up", they mean that it's the *replacement* for the Z1,
please be aware that the V1 is *not* a replacement for the Z1. The V1
is an *addition* to Sony's prosumer-grade HDV camcorder product line.
The V1 will cost less than the Z1 but more than the A1, and with its
1/4-inch 4:3 aspect ratio 45 degree 3-CMOS sensor and progressive scan
capability (25 PsF in the 50 Hz models and 23.976 with 2-3 pulldown
and 29.97 PsF in the 60 Hz models), it's quite a different product in
many basic ways than either the A1 or the Z1.
Many people will also appreciate the V1 because of its Time Code
Linking capability (for multi-cam shoots), the HVR-DR60 hard disk
drive option (no dropout worries), and the HDMI output jack (4:2:2
into a Blackmagic Design Intensity card). It also does DV (SP only),
DVCAM, and HDV.

Many people find the 50/60 Hz capability to be a highly useful
feature, and in some cases, one of the primary reasons why they
purchased the Z1, or at least the final deciding factor.

Sorry, no, but the V1 lacks that ability. Of course, you could always
buy both an HVR-V1N (60 Hz) and an HVR-V1P (50 Hz). :)
Or simply rent/hire as needed.
