When you pillarbox 4:3 material in the center of a 16:9 frame, you don't
gain any resolution. In fact, you lose 25% horizontal resolution.
Anamorphic enhancement only benefits widescreen movies.
Also, what you've described is more a function of your DVD player than
the disc. Many DVD players have a mode that will automatically pillarbox
4:3 material.
Why don't you tell us the following things:
1) What DVDs you're watching that get pillarboxed.
2) What DVDs you watch that don't get pillarboxed.
3) What DVD player you're using.
