I suspect its because some markets are large enough to sustain a larger
second release while others can only support one. Since the latter can only
have one release they choose the longer and better version, occasionally
with a better DTS soundtrack thrown in as well. I've no doubt the US and UK
will eventually get the full version once the mug-punters have already
coughed up for the truncated edition.
