There are two things that affect your perception.

One is flicker fusion.
How fast does a light have to flicker for a human to percieve the it
to ba a continous source. 40-60 depending on the person.

The other involves persistance of vision.
how fast do you have to update an image to get the perseption of
continious motion. For some people this is as low as 20 frames per second.
For me it is much higher. Even at 30P I can easily see jitter on a fast
movement
unless there is a ton of motion blur applied. 24P is even worse requiring
special
attention to how the camera or subjects move within the frame.

Film gets by using a 3 bladed shutter (sometimes only 2) to boost the
flicker rate,
and by bluring the crap out of any motion in the scene to get by at 24P.
