I have no experience of portable DVD players, so I cannot say for sure.
My educated guess, however, is that they would operate much in the same
way as multistandard stand-alone DVD players (i.e., you can set the
output mode to forced NTSC, forced PAL or AUTO, where the player will
play back the disc in its native standard.)
Since you said you're from an NTSC country but would be using the player
while travelling in Europe, it probably doesn't really matter, though.
Reasonably modern [1] European tv sets will typically accept and display
both PAL and NTSC signals. That is, the player doesn't _need_ to convert
your NTSC DVDs to PAL colors or PAL resolution or PAL field rate.
Playing the disc in its native format will suffice.

[1] If you're visiting little old ladies that have steam-powered tv sets
from the 80s, those could be a problem. But sets manufactured after
about 1995 (or so) are usually NTSC-compatible.
