Only if the disk is formatted as FAT32. If it is formatted as NTFS,
there is no restriction on the number of filenames in the root
directory.
FAT32 format has the directory for root hardcoded onto the disk, and
therefore has a severe limitation in size. Directories, on the other
hand, are actually files and can grow as large as needed.
NTFS keeps everything, including root filenames, in a Master File
Table, which is a disk file that can grow indefinitely.
