That would certainly make sense. I actually downloaded (via Bittorrent) a
copy of the HD broadcast. Obviously it was heavily compressed but the motion
artefacts were still there, though a little less obvious.
I spoken to a fair number of broadcast cameramen who've worked on HD and
they all say that no-one is really on top of it yet, not in this country
anyway. The fact that you've got two options for a start (interlaced and
progressive) and half the time you end up shooting in one and then having to
transfer to the other.
It actually happened to me on an HD shoot last year when I was directing one
of 3 crews on the same job. When I had to use material from one of the other
crews in my edit it was immediately obvious to me (though no-one else seemed
to spot it initially) that the motion was completely different. It turned
out that crew had shot progressive while the other 2 (mine included) had
shot interlaced. So all their material had to be interlaced and transferred.
It still didn't look quite the same though.

Anyway, that sounds like good news for the future of Torchwood, for those of
us who enjoy it anyway! I must admit though that the trailer for next weeks
show did look similarly afflicted but, as I said elsewhere, the trails for
Wide Sargasso Sea looked like that and the show looked fine.
