It has nothing to do with runtimes. A CD can hold 650MB or 700MB of data. If
a single file was much bigger than that it probably wouldn't play back in
any case. Instructions for cutting an AVI file are here:-

The AVI has to be burned as a data file, not as music or video. I'm not
aware that WMP can do that? I use Record Now but almost any data burning
program will do.
