The last VCR I bought (a Philips VR1010) records and plays back both PAL and
NTSC as is, no stuffing around with the signal.
Of course, my main video recorder these days is a Pioneer DVR-520H. That
again can play and record both PAL and NTSC, though you have to tell it
what format to expect for recording.
