It's the other way round with regard to slowdown/speed up - but yes.
With a caveat... The whole PAL speedup thing only applies to film
originated material. A video originated show like Coupling will use a
motion-compensated standards conversion to go from PAL to NTSC, which
doesn't introduce any speed change.
