As Frank already said in another message, you're losing quality because
of your choice of export codec/format. If you're editing a DV project,
you should also export in DV format to keep the original quality.

Modern versions of Premiere (6.x, Pro) come with project templates for
"PAL" and "NTSC" DV projects. Which Premiere version are you using? Did
you use a DV project template when you started editing? (Probably you
didn't.)

Also, note what Frank said about 12-bit 32 kHz audio. See the menus of
your camcorder. There is usually an option for setting the audio to
16-bit 48 kHz, which will give you much better quality.

Try changing your export optios to DV codec, 16-bit 48 kHz audio,
720×576, 25 fps.
