Yes that figures, because DVD player, camera, and the VHS will not genlock
to the input during playback, but the down converter will, because it uses and
processes the input signal.
At least that is the way I see it :-)

There exist time base correctors, those may allow a non-genlocked signal
to be processed and locked to some other source.
Nice way to go if VHS.
Maybe somebody else has some good ideas as to that?
