With dialup, you should throttle your upload bandwidth. In simple terms, your computer
needs to tell the computer(s) you're downloading from that you're ready to receive more
data. If all the outgoing bandwith is taken by your uploads, then your request for more
data won't go out as soon as it should, there will be a delay in receiving data on your
