You can use the iTunes program from apple.com to perform this.
Download from Apple, install, use "Add Directory" under the file menu
to get the mp3 files into your "library", then shift-click over all
the files, right-click and from the resulting menu you will find an
option that enables you to change the tags. The cool thing is, when
multiple files are selected, it's smart enough to deal with the mass
update.
With the appropriate active-x control, you could also write a visual
basic program to do this, but why bother when Apple handles it so
well?
