Look in any stamp magazine and you can find many ads for postage at less
than face value.
Several reasons:
1) Collectors buy rolls of flag stamps to find the plate number coil in a
strip of 5 and sell the
rest off at at discount.
2) Mom and Pop have been buying mint commemoratives for decades and
finally found
out they are not going up in value - hence they sell them cheap.
