I haven't tried it, but the other day I came across a guide for Flaskmpeg
(Freeware), and it looked so simple that it's on my to-do list. On its first
screen you define the target frame size, so I guess it'll do the job for
you? The guide is here ... (halfway down the page)

But I guess it depends if your player has the codecs. The definitive
