Yes they do, but they go through a multi-stage frame rate conversion
and scaling process at your end, so it doesn't matter:
The video is at 576x720@50Hz(PAL) or 480x720@60Hz(NTSC), which is then
sent to the graphics card which runs at whatever you set it to (for
example, 1024x768@75Hz), which is an odd multiple of the original frame
rate either way. The TV output downconverts that again to 50 or 60 Hz
depending if you set it to PAL or NTSC. It really doesn't matter which
one, as the frame rate relationship to the original video has been lost
anyway. Both conversion steps introduce judder.
