"The CSS license permits consumers to set the region of the drive and to
change that setting a LIMITED number of times. The license does not,
however, permit unlimited changes to be made to the regional code setting".

So basically, because of the CSS LICENSE, you won't be able to
continually watch DVDs encoded with different region settings on your
computer. DVDs that you have legally purchased.
