Are the chemical-pack hand-warmers available there?
Can buy/borrow an extra-large overcoat that you can
wear over your regular coat to keep the camera in?
Wrapping the camera in its own insulating envelope
doesn't seem like a good idea unless you can put
some kind of heat source inside (the chemical-pack
hand warmers, etc.) Else it will just put off freezing
for a few minutes.
