Yes, he WOULD know, dumbass. IF you were an engineer, you might have
a clue.
He is not only an a mere electrical engineer, but he is an
electrical engineer with direct training related to his field. A
Television Broadcast Engineer. Likely a couple more years worth of
training, much less (more actually) experience.
So YES, he MUST know ALL about what he puts out, as well as ALL
signal content he receives for rebroadcast and the technical
constructs thereof. It's just that simple.
For you to think otherwise is just ludicrous.
Unless you are so stupid as to think that the moniker "Engineer" is
just handed out to dopes like you everyday.
Do you even know what a transport stream is? I doubt it.
