Just because you don't know of any, doesn't mean they don't exist.
Check out iserv.net, located out in Michigan and serving parts of the
Midwest. They offer dialup, broadband, email, website hosting...but not
usenet access (note: Google Groups is NOT the same thing!)
Or, if you want a more local example, go to your local library, airport,
coffee house, restaurant - anywhere that has free WiFi, and ask how to
access their usenet or NNTP service. By your definition, if you can use
it to access the internet, then they MUST also provide you with
usenet/NNTP service (not to mention email!)
