Rethink suggest there was thought in the first place. The FCC was told
by the boss, Congress to find enough spectrum so that every broadcast
analog station could have a duplicate digital.

So they found it, case closed.

Our broadcast TV network should be redesigned totally and our modulation
and compression codec rethunk in the process.
