I had some OTR files that wouldn't play on a Panasonic DVD player. It was picky about the sampling frequency. If it was other than 22.05 or 44.10 Mhz it wouldn't play. Some of those lower bitrate files have sampling frequencies in multiples of 4 Mhz.
