You're not communicating clearly.

What color is the screen to begin with? Are you showing live video?
Is the screen a solid color?

If, for exampe, you have a solid blue screen - and you're moving white
dots around it - leaving black trails behind them. And you want those
black trails to reveal the underlying video scene (the transition?) then
all you'd need to do would be to apply a luma key to the clip so that
the black trails became transparent with respect to the underlying video.

If you start with VIDEO A, move white dots that you wish to be VISIBLE
and both preserve the white dots AND have the trails reveal a second
underlying video layer the technique would be different.

So called "alpha transitions" are just pre-built layers that have motion
characteristics and key layering pre set up to do particular things.

Something as rudimentary as white dots in motion on a solid background
with the tails already present present about the simplest keying matte
you can find.

You need to read up on layered effects, Chroma and Luma keying and
various other keying concepts in the manual.
