Sounds like a driver capability and/or compatibility issue.
As long as it is actually capturing/editing/outputting properly,
this doesn't seem like a show-stopper problem. There are
several years difference between the release of Premiere 6.0
and the development of your video card (and drivers).

Lots of those things are configuration-specific. Premiere
seems to behave differently with different resources.
It seems like an annoyance to me that would be remedied
by using a less-ancient version. Might even be resolved by
re-installing Premiere (now that you have a new video
system), but I wouldn't risk it myself. Not broken enough
to take that risk.
