That's, at best, an incomplete statement of the educational fair use
exception -- there's no blanket authorization to do this. And the U.S.
Copyright Office does not construe fair use nor issue rulings, which is an
equitable doctrine and the exclusive province of the federal court. You are
probably confusing the guidelines that the Copyright Office publishes with
actual holdings of a court of competent jurisdiction -- only the latter is
controlling.
