DVD players sold for region 2 market will play both PAL and NTSC discs*,
this is due to region 2 covering PAL European countries and NTSC Japan.
DVD burners don't usually region code discs, many players ignore region
code on DVD-Rs etc, if you did set a region code.
* As long as they are region 2 or region 0 or the player has been made
region free or came region free out the box, like a fair amount often
are.
As long as you connect the DVD player via RGB connection (the old scart
still works ok) then if the player only outputs pure NTSC then TVs made
in the last decade or so will happily display them, other DVD players
transcode NTSC to PAL on the fly, many players give you the option,
output as per disc or output in either PAL or NTSC transcoding on the
fly as necessary. A €30 (30 Euro) / £20 (GBP) / 275 SEK / $40 player
will often offer all this.
