Most consumer DV camcorders have a manual shutter control (allthough I

in "full auto")
Either the shutter control lets you select a specific shutter speed
(sometimes as fast as 1/10000 (sic) of a second) or the camcorder has a
"sports mode" wich means that it will use a fast shutter.
However, frame-by-frame playback is a bigger problem.
I have owned and used a lot of consumer DV camcorders, and have never
come across any with a solid single-step.
Then again, that is a task best done in a PC.
(An opinion based on the fact that I am writing software doing just that...)
There (in the computer) you can also perform de-interlace, rendering 50
(for PAL-land) good (given that the setup is correct...) images/second.
