Yes.
ALL2LAME (http://members.home.nl/w.speek/all2lame.htm) can batch convert
them. (It will need a copy of LAME.EXE in its folder to do so - you can
pick up a copy at http://www.rarewares.org/).
MP3Gain (http://mp3gain.sourceforge.net/) can batch-normalize the MP3s.
