leave him in the ignore list.
or message him and ask,
it may be a way to check up on your system.

For about nine months user Andypandy constantly connects to me and
downloads
the same song time and time again. I put him on ignore for a couple of
weeks
at a time and every time I remove him he is back in my queue for the same
song, which he has downloaded from me many, many times.
What is going on?
By the way his shared files never increase from 232 files.
Well gosh darn it, who wants to listen to a used song when you can get
another brand new copy.
Do you keep reading the same newspaper day after day, or do get a fresh new
copy daily ?
Or maybe the downloader doesn't have any hard drive space left, and has to
load it into memory everytime they want to hear it.
But to be serious. I've seen this myself, and I have a feeling in some cases
it's RIAA goons who think that if they tie up network time fewer files will
be traded.
And in some cases it's morons who download all sorts of add on apps that
keep checking for files, and rather than learn how to use the app, the
people simply delete dozens of copies daily.
Most of these people have ignore on so messaging them does little good
I usually get to the point that I just slightly rename the file, and it
breaks their link, while leaving the file available to others.
eg. song.mp3 => song1.mp3
In extreme cases just unshare the file for a few days, and they will move
on.
