It should be built in to DirectX 9.0 on windows PCs, though in some
cases it "goes missing". However, rather than starting from "I have
decided to do it this way", would it help to explain what the source
of the images is and who the intended audience are ?
You might find it makes more sense to convert the video to one of the
Quicktime or windows media formats yourself, and provide the quicktime
installer on the CD rather than depending on marginal codecs. It would
mean the users are unambiguously able to play the video in a widely
distributed format.
