They do. Don't worry about region codes as that's something that the big
boys (i.e. Hollywood) do to make syre that you can only play a disc in
certain parts of the world. Homemade discs are region-free.

Send them an NTSC disc. Odds are that they can watch it on their equipment,
especially of it's fairly recent. Unlike the US (and Canada), the rest of
the world recognizes that there are other formats besides NTSC and have
designed their equipment to compensate for the differences.
