Sounds like your VHS machine is putting out "PAL60" (a bastard
hybrid between NTSC and PAL which most of your TV receivers/
monitors can handle) but your camcorder wants "real PAL".

Seems like you could...
1) Use a scan-converter device to convert from PAL60 (or NTSC)
to real PAL.
2) Use a video capture device for your computer that will accept
PAL60 (don't assume they will do this unless explicitly advertised)
And then convert to PAL in the computer and output PAL to record
on your DV device.
3) Send it to someone with the proper equipment.
