If you mean one frame every, say 10 minutes, then: No. It isn't
possible. Two ways to do the same thing: 1. Connect camera (tape
not needed) to computer running software set to capture a frame ever
10 minutes (SceneAnalyzer, for example). 2. Turn camcorder
on...change tape when required...capture all of it and select the
frames you need...delete the remainder (it is easier than it sounds).
