No Jeff.. we understand exactly what you want but there is no such animal.
There are plenty of up-rez programs or soultions , like Premiere, but there
is no app in the world that will create data where there is none. It is all
a matter of interpolation and prediction, filtering , convolution etc ..
but there ain't no way to get there if you don't capture the data to begin
with. Even at NASA.
