No, actually, it helps to read the thread to see what is being
discussed. It is not simply exporting a single frame, which, as you
commented, just about any NLE can accomplish. The OP wanted something
more specific with better results than the low-res result of exporting
a single frame (which isn't surprising considering the use of the term
"High Res" in the subject line)...
