I have done this a few times by brute force, ie take some
overlapping video of a relatively still scene and cut and paste to
make a picture with more pixels. Of course, the aperature must not be
on automatic and straight cuts tend to show the seam so make somewhat
random seams. Probably more trouble than it is worth with still
cameras available. A lot of work, but a couple of times without a
still camera on hand, I wanted better than the video can give.
