device issue, not a dvd issue
If so it would be off topic, but I'll answer it anyways.
Just about every digital camera on the market today will function as an
extrenal drive, or a 'removable media' type drive, and xp or linux will
recognize it automatically. Just locate it (my computer or ?), open it -
usually a folder named Dcim, then drag the pics to your destination.
This works for 4 different digital camera in my family, but I prefer to pull
the memory card out of the cameras and transfer pics from a card reader.
These are built into many computers and printers these days, or available
for under $30.00.

PAL and NTSC are only considerations for video coming from the camera.
Once on the hard drive, burn a dvd or whatever
For security, if using a public computer do NOT save them to the hard drive,
save them directly to dvd or a flash drive as it is virtually impossible to
be SURE they are deleted from the public machine's hard drive.
Sorry, I know nothing about WEB TV so I can't comment on that.
