I'm open to being corrected on this one, as I am just going with what I have
seen to be general usage of the term, and it really does not matter what we
call it.
However, I have 'encoded' to mp3 a few thousand tracks, using several
different programs. None of them have actually written a .wav file in the
process.
Of course, none of this affects the concerns of the original post.
